This study aims to analyze the strategy for managing parking attendants at the Transportation Agency (Dinas Perhubungan) of Merauke Regency. It employs a qualitative approach with a descriptive method. The informants comprised representatives of the Transportation Agency, parking management, parking attendants, and members of the public who use parking services. Data were collected through interviews, observation, and documentation, and were then analyzed through the stages of data reduction, data display, and conclusion drawing. The findings show that the strategy for managing parking attendants is implemented through four aspects: goal planning, policy formulation, strategy implementation, and evaluation and control. The management covers 200 attendants assigned to 200 parking points. In general, the strategy has been carried out through the division of tasks, the preparation of schedules, the use of uniforms/attributes and parking tickets, reporting, supervision, and periodic evaluation. However, its implementation remains suboptimal due to the persistence of illegal parking, limited attributes and work equipment, inconsistent issuance of parking tickets, uneven supervision, and administrative constraints in the remittance of parking fees (retribution). Therefore, it is necessary to strengthen supervision, improve attendant training and development, provide supporting facilities, and adjust revenue targets according to the conditions of each parking point.
