This study aims to evaluate the implementation of Program Kota Tanpa Kumuh (KOTAKU) in Kampung Tirtalaya RW 24, Kelurahan Serang, using the IPO-O model, which includes the dimensions of input, process, output, and outcome. This study uses a descriptive qualitative approach through interviews, field observations, documentation, and document studies. The results show that in the input dimension, the program was supported by regulations, institutions, and the involvement of various actors, but still faced limitations in budget and post-construction maintenance capacity. In the process dimension, socialization, coordination, communication, and monitoring had been carried out, but were not fully effective in building community understanding of aid priority mechanisms and maintenance responsibilities. In the output dimension, the program produced drainage construction, neighborhood roads, and sanitation facilities, but the benefits were not fully distributed evenly. In the outcome dimension, the program had a positive impact on environmental quality and the reduction of potential flooding, but the sustainability of its benefits remained weak because infrastructure maintenance was not yet consistent. This study concludes that although Program KOTAKU has ended nationally, similar slum settlement improvement efforts still need to be continued through strengthening coordination, post-construction monitoring, and community-based maintenance.</em></p> Raditya Nugraha Annisa Nurmala Sari Azka Azizah Efendi Hafshania Noor Ariefah Riswanda Copyright (c) 2026 Jurnal Administrasi Karya Dharma https://creativecommons.org/licenses/by-nc/4.0 2026-09-30 2026-09-30 5 2 001 009 Evaluasi Program Mal Pelayanan Publik Di Kota Serang Berbasis Model IPO-O https://jurnal.stiakdmerauke.ac.id/jakd/article/view/174 <p>The Public Service Mall Program is an integrated service innovation aimed at simplifying public access to various government services in one location. This study aims to evaluate the implementation of the Public Service Mall Program in Serang City using the IPO-O model that includes input, process, output, and outcome dimensions. The study used a descriptive qualitative approach with a case study design through interviews, observations, documentation, and literature studies. The results of the study indicate that in the input dimension, the MPP Program has been supported by regulations, institutional structures, basic facilities, and the availability of integrated services, but still faces limitations in the quality of human resources, budget, and service technology support. In the process dimension, socialization, inter-agency coordination, service communication, compliance with SOPs, and supervision have not been running optimally due to unequal service information, sectoral egos between agencies, differences in understanding among officers, and supervision that is not yet based on performance indicators. In the output dimension, integrated services have been available, but their utilization has not been maximized and data on targets and service realization have not been strongly documented. In the outcome dimension, the MPP has begun to provide benefits in the form of efficiency in service time and costs, but these benefits have not been felt evenly by the entire community. This study concludes that the Serang City MPP Program is still relevant to be continued with implementation improvements through strengthening socialization, integrating inter-agency services, increasing human resource capacity, accelerating digitalization, and performance-based monitoring.</p> Dewi Ayu Larasati Andika Dwi Nofian Louisa Santoso Riswanda Copyright (c) 2026 Jurnal Administrasi Karya Dharma https://creativecommons.org/licenses/by-nc/4.0 2026-09-30 2026-09-30 5 2 24 32 Pengabdian ASN Sebagai Wujud Kehadiran Negara Dalam Penyelenggaraan Pemerintahan Dan Pelayanan Publik https://jurnal.stiakdmerauke.ac.id/jakd/article/view/180 <p><em>This study analyzes the meaning of service by State Civil Apparatus (ASN) personnel from the perspective of Government Science, specifically as a manifestation of the state's presence through public service. The research employs a qualitative approach utilizing literature reviews, document analysis, interviews, and field observations. The findings indicate that ASN service transcends mere administrative obligations, as it is oriented toward the public interest, service continuity, and the translation of state policies at the community level. In high-risk areas, such service is influenced by geographical conditions, security, resources, competence, leadership, and organizational support.
