Abstract

Road infrastructure quality is influenced not only by technical factors but also by governance throughout the infrastructure life cycle. This study aims to synthesize literature on material misuse, procedural non-compliance, procurement, supervision, and accountability in road infrastructure management. A qualitative literature review was conducted using international journal articles published from 2016 to 2026, complemented by relevant institutional publications and policy documents. The findings indicate that regulatory compliance functions as a central mechanism connecting governance with infrastructure quality. Weak supervision, inadequate material verification, procurement risks, and ineffective accountability can contribute to infrastructure deterioration and public loss. Strengthening integrated, transparent, risk-based governance is therefore essential.
