Evaluasi Program Kota Tanpa Kumuh Di Kampung Tirtalaya Berbasis Model IPO-O

Program Kota Tanpa Kumuh (KOTAKU) is a government policy to improve the quality of slum settlements through basic infrastructure development, strengthening local institutions, and community empowerment. This study aims to evaluate the implementation of Program Kota Tanpa Kumuh (KOTAKU) in Kampung Tirtalaya RW 24, Kelurahan Serang, using the IPO-O model, which includes the dimensions of input, process, output, and outcome. This study uses a descriptive qualitative approach through interviews, field observations, documentation, and document studies. The results show that in the input dimension, the program was supported by regulations, institutions, and the involvement of various actors, but still faced limitations in budget and post-construction maintenance capacity. In the process dimension, socialization, coordination, communication, and monitoring had been carried out, but were not fully effective in building community understanding of aid priority mechanisms and maintenance responsibilities. In the output dimension, the program produced drainage construction, neighborhood roads, and sanitation facilities, but the benefits were not fully distributed evenly. In the outcome dimension, the program had a positive impact on environmental quality and the reduction of potential flooding, but the sustainability of its benefits remained weak because infrastructure maintenance was not yet consistent. This study concludes that although Program KOTAKU has ended nationally, similar slum settlement improvement efforts still need to be continued through strengthening coordination, post-construction monitoring, and community-based maintenance.
