<p><em>Performance is an illustration of the level of achievement of the implementation of a program, activity, or policy in realizing the goals, objectives, mission, and vision of the organization contained in strategic planning in an organization. The purpose of this study was to review the performance of the Merauke Regency Environmental Service in handling waste. The research method used was a qualitative descriptive technique to explain the performance of the Merauke Regency Environmental Service in handling waste. The study's findings indicated that the quality of services carried out by the Environmental Service in Merauke Regency in terms of the performance of community waste transportation in the Merauke city region is considered to have been running well and ideally. However, the responses from both parties, the Environmental Service in Merauke Regency and the people who subscribe to waste transportation, consider that the quality of service still does not meet the standards or has not met the expected expectations. <p><em>Convergence mechanism is needed in order to reduce regional inequality. This study aimed to examine the existence of economic convergence and analyze the effect of fiscal decentralization on economic convergence with spatial econometric approach. Local own-source revenue, balance funds, personnel expenditure and capital expenditure as proxies for fiscal decentralization indicator. Using dynamic convergence analysis, the existence of beta absolute and conditional convergence are confirmed in this study. From the estimation result, local own-source revenue, balance funds, personnel expenditure have significant role on per capita income growth, while capital expenditure has not been effective in supporting growth. If fiscal decentralization indicators are added and spatial aspects are considered in the model, it will cause an increase in the convergence rate. Improving the quality of spending is the main key to accelerating convergence.</em></p>Rima Melati Anggraeni

<p><em>Taxes are one of the most dominant sources of state income for the survival of a nation. One indicator of a nation's independence is shown by the role of taxes in contributing to finances as reflected in the APBN or APBD. To increase understanding and responsibility of the state for taxpayers, tax laws and regulations are always reviewed and adapted to the socio-economic growth of the Indonesian State. The purpose of this research is to analyze the accountability of public services at the Taliwang tax counseling and consultation services office (KP2KP) in taxpayer compliance. The research method used in this research is descriptive qualitative, how a researcher conducts research regarding descriptive studies and tends to carry out analysis. The results of this research show that the analysis of public service accountability in taxpayer compliance with KP2KP Taliwang shows that it has used elements of agency accountability, so that it has formulated various programs and activities that can increase the accountability of its services, and has reached the level of public satisfaction in terms of its services and matters. which can support the achievement of improving the quality of public services, including the strong commitment of KP2KP Taliwang employees who have a significant influence so that the implementation process can run well and can support the achievement of accountability in taxpayer compliance at KP2KP Taliwang</em><em>.</em></p>Leni Nadira Fitria ningsi

<p><em>This study aims to describe the Collaborative Leadership Style in Handling Disasters at the Merauke Search and Rescue Office. The method used is descriptive qualitative, using data obtained from survey results and interviews with 18 informants. The indicators used to describe the collaborative leadership style in accordance with the research framework consist of 8 (eight) indicators, namely understanding the power owned by all parties involved, shared information, democracy, facilitating all parties involved to always brainstorm to obtain mutually agreed decisions, providing time and resources for the benefit of all parties involved, providing opportunities to develop the roles and responsibilities of all parties involved, trying to find solutions to overcome the root of the problem, and offering feedback as soon as possible personally. The results of this study found that the collaborative leadership style carried out by leaders at the Merauke Search and Rescue Office was confirmed from the 8 indicators used, but not maximized in its implementation, it can be seen that there are several emphases given by employees and the community, so it should be a concern for leaders at the Merauke Search and Rescue Office for future improvement. As additional findings, the factors that cause the collaborative leadership style not to be maximized by leaders at the Merauke Search and Rescue Office, First, the external factors of frequent changes in leadership so that the head of the office who is not from Merauke needs time to adapt to employees and the local environment, as well as problems that often occur. The second is the internal factor of the leader which makes him sometimes lack confidence in coordinating with related agencies in a SAR operation.<br /></em></p>Fitriani Fitriani

<p><em>Every public policy will not be separated from policy implementation. Policy implementation becomes one of the sacred things in a policy, because implementation will show the quality of the formation of a policy, in this case the BUMDes Policy. As in general, the BUMDes policy is formulated by the central government. However, matters related to the implementation of the BUMDes policy are still regulated and managed by the village government. To find out things related to the implementation of this BUMDes policy, it can be seen from 4 aspects namely; Implementing Organization, Target Groups, Idealize Policy and Environment Factors. Many organizations are involved in the implementation of BUMDes policy, ranging from the central government, local government, village government, to community groups. In the establishment of BUMDes, the community is involved because the target of the BUMDes policy is the community itself. BUMDes is present with the aim of reducing unemployment andmaking a profit. Community support and demands answer all the things that need to be done in BUMDes. <p><em>The formulation of the problem in this study is How is the process and achievement of public service accountability in making E-KTP at the population and civil registration office of North Central Timor Regency.</em> <em>This study aims to analyze the process and achievement of public service accountability in making E-KTP at the population and civil registration office of North Central Timor District. This type of research uses descriptive qualitative research methods. The data sources used are informants and documents. Data collection techniques are carried out by conducting observations, interviews, qualitative data analysis models: Data reduction, data presentation, and conclusion drawing. The results of the study explain that legal accountability and honesty at the TTU district headquarters in the E-KTP making service have strictly complied with the operational standards (SOP) that have been set. Process accountability in making E-KTP at the dukcapil of TTU district has been clearly regulated and carried out in a structured manner, starting from requirements, registration, recording, to printing E-KTP. Program accountability at the TTU district dukcapil is the application of the queue number system, and in the E-KTP making service program has reached the national target of 98%. <p><em>This thesis is entitled Empowering Indigenous Papuans Through MSMEs to Improve the Economy in Merauke Regency. The problem behind the researcher taking this title is the marketing of MSME products which is still not optimal and the lack of adequate infrastructure. The purpose of this study was to find out how indigenous Papuans empowered through UMKM in Merauke district, the inhibiting factors and efforts made to overcome these problems. This study uses Oos M. Anwas's theory of empowerment, especially community empowerment. This theory has several dimensions, namely (1) community, (2) cultural values and local wisdom, (3) community participation, (4) facilitators, (5) social and economic aspects. Primary data sources were obtained from interviews and observations, while secondary data were obtained from documentation. The results of this research are conducting training, counseling, and building networking to support the empowerment of MSME actors. In the implementation of empowerment there are inhibiting factors such as obstacles for MSME actors in marketing or selling their products, as well as the lack of budget in empowering MSME actors. <p><em>Coordination is needed in the process of carrying out work in an organisation, where there is a process of regulating and combining interests that are useful in achieving common goals. Good coordination will ultimately provide maximum work results because the entire work process in an agency can be carried out properly. One of the work processes in an agency is records management, which is one of the important aspects of office work. Records management in Merauke Regency Transportation Office has not been carried out effectively and efficiently. This can be seen from the delay in filing the letters and the lack of storage space for the archives, resulting in the amalgamation of different types of letter archives. The purpose of this study was to see the effect of coordination on archive management at the Merauke Regency Transportation Office. This research uses an associative method with a total research sample of 54 people. Data was collected through literature review and field study. The field study was conducted by direct observation and questionnaire. The results showed that there was an effect of coordination on archive management at Merauke Regency Transportation Office, so it could be concluded that Ho was rejected and Ha was accepted</em>.</p>Lila Santi

<p><em>This study aims to analyze business models that can be applied to achieve stability and affordability of strategic commodity prices in Papua Selatan Province. The region faces various challenges such as geographical factors, limited infrastructure, and long supply chains, all of which contribute to commodity price fluctuations. The research employs a mixed-methods approach, including surveys, in-depth interviews, and secondary data analysis to identify effective business models. The results show that integrated business approaches, partnerships with local communities, and the utilization of digital technology can significantly reduce operational costs and improve distribution efficiency. Integrated farming models and the use of blockchain technology have proven effective in reducing dependence on intermediaries and enhancing supply chain transparency. Additionally, government and private sector partnership programs in infrastructure development also show great potential in reducing logistics costs. By implementing more efficient and integrated business models, it is expected that the prices of strategic commodities in Papua Selatan can be kept stable and affordable, thus improving community welfare. This study suggests that government support in the form of subsidies and incentives, as well as enhancements in economic and technological literacy, are crucial for the successful implementation of these business models.</em></p>Nurkholis Syukron

<p><em>This study aims to analyze the population administration information system (SIAK) application at the Merauke District Office based on Minister of Home Affairs Regulation No. 95 of 2019 concerning Population Administration Information Systems (SIAK). The method used in this study is a qualitative method using data collection techniques through interviews, observation</em><em>,</em><em> and documentation. Data were analyzed using interactive analysis which consisted of three stages namely; data condensation, data presentation, and drawing conclusions. The results of the study indicate that in general the application of SIAK at the Merauke District Office has not gone well and an orderly population administration has not been realized. Based on the indicators used, namely population data processing, presenting population data, and making population biodata, it can be seen in the data processing indicators that are still manual, in the data presentation indicators that are still not accurate, fast and on target and in the indicators of making population biodata, it is good in terms of utilization felt by the community but the services provided are still not effective and efficient. Supporting factors are the existence of facilities and infrastructure that are quite complete and the existence of a SIAK implementation budget from the local government. While the inhibiting factors are the low knowledge of employees/staff regarding SIAK and computer operation, there is no SIAK operator, the community does not understand the importance of having population data, and there are no regulations governing the implementation of SIAK at the Merauke District Office.</em></p>Andri IrawanNelly FML Dumatubun

<p><em>Public services are all activities to fulfill basic needs in accordance with the basic rights of every citizen to goods, services and/or administrative services provided by service providers. The task of central and regional governments is to provide public services that satisfy the community. Regional autonomy policies in Indonesia result in regional governments having responsibility and authority in determining minimum service standards. The fundamental problem in the service process is ethics. There are no standards regarding ethics and sanctions that specifically regulate violations committed by officials in public services. It is hoped that the granting of autonomy to district and city governments will be more responsive in responding to various problems developing in the regions so that development programs in meeting community needs become more effective. Regional governments through regional autonomy have great authority in determining policies, including policies regarding quality public services in accordance with the situation and conditions in the region. The changing demands and growing needs of society are changing the orientation of service quality. The quality of service is now determined by the community, not the government anymore.
